You almost certainly need to be 21 upon being accepted into the academy. I would apply when you are 20, almost 21. There is a selection process that sometimes weeds out even very good canidates, so you may need to go through the process for than once before you are accepted. Take the test as soon as possible and keep testing till you are accepted. Keep working on your degree in the meantime.
